: African Highway Project

MINSA welcomes this opportunity to present our concept on how to revitalise Africa's transport system.

For too long rail has been the weak link in Africa's transport system and is rapidly falling behind in its ability to serve the African continent as we enter the 3rd Millenium.

In proposing these solutions, none of which are new, we have conceptualized a means of implementing them co-laterally. The need for simultaneous action by several governments, NGO's and private sector companies to develop non-transport objectives jointly with the African Trans-Continental Highway will create opportunities in their implementation, that we believe have not been examined in the light in which this proposal is being presented.

The efficiency of a nation's transport system is a critical determinant of the living standards and the quality of life of its people.
Difficulties should not stand in the way of badly needed reforms, but should be off-set as "answers to a wider problem".

While MINSA believes an efficient transport system will enhance Africa's ability to "deliver the goods" We also believe that enough inquiries have been conducted. It is time to take action.

We would like to thank, in advance, those individuals and companies and government departments for their anticipated forthright involvement, and comments.

Suggestions will be welcome from all interested parties. Even more so capital commitment.

Any deficiencies in our understanding of the African transport network operators, related government policies or current activities of NGO's, are not due to any lack of effort or co-operation on their part.

It is for this reason that input regarding this project is being sought at this early stage.
